Performance report of Green University, UP Green (ADRI Approach)

         University of Phayao has regulated the University of Phayao’s strategic plans Year 2018-2022, and it has passed the approval of the University Council. The sixth strategic plan is the development, the conservation, and rehabilitation of good natural resource and environment in order to become a Green University. Its managerial goal number 24 states that the aim is to serve the Plant Genetic Conservation Project Under the Royal Initiation of Her Royal Highness Princess Maha Chakri Sirindhorn (RSPG) and to improve the master plan by indicating the campus located in a Botanical University environment. As for the Green University, its goal is to develop, conserve, and rehabilitate natural resource and environment in order to create the health promotion atmosphere and give the staff members an opportunity to live among the university’s serene nature and environment. In addition, the use of polystyrene and motorcycle is prohibited on campus.

          1. Background Information of the University

         University of Phayao is situated at no. 19 Moo 2 Tambon Maeka Amphur Muang Phayao, Phayao Province. The area, in total 3 plots, is in the area of national reserved forest, namely Mae Tum Forest, in Tambon Maeka Amphur Muang Phayao, Phayao Province. The University, in requesting for a permission to utilize the area, had followed all the requirements set by the Royal Forest Department. Therefore it got a permission from the Royal Forest Department to use the requested area. Accordingly, the Royal Forest Department issued three announcements as follows.

                  (1) The 1st plot, announced in the Royal Forest Department’s announcement no. 31/2542 dated 29th March 1999, is the area covers 4,110 Rais of the Mae Tum Forest.

                  (2) The 2nd plot, announced in the Royal Forest Department’s announcement no. 32/2542 dated 29th March 1999, is the area covers 470 Rais of the Mae Tum Forest and the Mae Na Ruea Forest.

                  (3) The 3rd plot, announced in the Royal Forest Department’s announcement no. 4/2556 dated 25th April 2013, is the area covers 578 Rais, 3 Ngan, and 6 Square Wa of the Mae Tum Forest. The area, in total, is 5,158 Rais, 3 Ngan, and 6 Square Wa.

                  The geography of the University of Phayao is located in the slopy hills with an altitude between 450-580 meters from the average sea level. Most of the area covers with Declduous Dipterocarp Forest and Mixed Declduous Forest. It has tropical climate of which the north-eastern monsoon brings the arid and cold weather from China resulting in the cold and dry weather. As for the south-western carries moisture and humidity causing rain. The highest average temperature is 36.6. Degree Celsius in April while the lowest is 11.3 Degree Celsius in December. The average rainfall is 1,288 ml./year.

                 1.1 land utilization

                    1) In the year 1999 , the University of Phayao made use of approximately 2,000 rais or 44 percent of the whole area to build the group of buildings and infrastructure, which were necessary in serving the 4 missions of the university.

                    2) In 2013, the University requested for a permission to use 740 rais more of the national reserved forest to construct the University of Phayao Medical Center and Hospital, which was located near the main entrance of the University.

                    3) In 2015, the University requested for a permission for the Royal Forest Department to utilize the area of 568 rais and 1 ngan at Mae Tum Reservoir in order to build Research and Agricultural Technology Transfer Institute under the Royal Initiative to celebrate the Auspicious Occasion.

                1.2 Number of personnel, students and Non-registered population

                         University of Phayao is a comprehensive university that offers academic teaching and learning in Social Sciences, Science and Technology and Health Science. There are 156 programs, including 103 bachelor degree programs, 3 bachelor and master degree programs, 40 master degree programs, and 10 doctoral programs. The total number of population is 23, 852 including 21, 319 students, 1,683 staff members, approximately 1,000 non-registered population, and 600 laborers. There are 9,031 people living on campus of which 7,168 live in Up-Dorm and 703 live in University Residence (Maw Paw 1-18), 560 Executives and lecturers, and 600 laborers as shown in the table 1.1.

Non-registered population is an estimating number of the people who are hired to work on campus in particular jobs such as security guards, cleaners, gardeners, technicians, food sellers, and laborers. The estimated number is 1,000 people as shown in table 1.2.


2. Rationale

                   One of the University of Phayao missions deals with university’s social responsibility, especially the responsibility for environmental conservation, climate change, global warming, and the green house effect. This is because the university gathers a number of people such as students, lecturers, and staff members together. Also the university holds many plots of land, buildings, laboratories, infrastructure, knowledge and technology which is employed in the process of maintaining the proper campus environment as well as the community surrounded. Corresponding with the other universities, the University of Phayao focuses on the environmental issues. Therefore it has included them in the visions and missions of the university. Also it strictly follows the action plans in terms of both preventing and solving environmental problems. Additionally, the university has conducted researches and developed a number of insights that have been applied in the process of maintaining its environment evidently and sustainably.

                    As the environment conservation is a global concern, a scheme encouraging a university to maintain its natural environment and promote green university to be recognized and widely implemented was initiated. It is the

                    UI Green Metric World University Ranking which is operated by University of Indonesia (UI). UI has ranked the Green Universities since 2010 in order to assess and compare activities of the member universities that maintain sustainably environmental conservation, integrate the environmental conservation with teaching and learning, and develop the area of the university to be green. In doing so, UI has held on to the 3E’s which are Environment, Economics, Equality and Education. The Green University metrics include 1) setting and infrastructure (SI) which weighs 15% 2) Energy and Climate Change (EC) which weighs 21% 3) Waste (WS) which weighs 18% 4) Water (WR) which weighs 10% 5) Transportation (TR) which weighs 18% and 6) Education (ED) which weighs 18%. Each criteria has indicators between 2-7 indicators and each of which has set of scores. Consequently, UI is very successful. In the first year, there were 95 universities from all over the world joined the ranking; and in B.E 2555 there were 215 universities attended the ranking. The number was increased almost 200%.

                    UI Green Metric World University Ranking 2018 is widely recognized as one of the metric that indicates the wills of the university in environmental management and sustainable development. As such, the Metric corresponds with the University of Phayao strategic plan number 6 concerning energy and environment of the University of Phayao. The Metric includes 6 aspects of assessment as follows:

                    1. Setting and Infrastructure (SI) (15%)

                       This information concerns the establishment of the university and its infrastructure. It relates to the University’s policy regarding environment and energy. Also it indicates whether the university is worth titling “Green Campus”. The aim of this metric is to motivate the joining universities to increase more green area following the environmental preservation and sustainable energy conservation. The details of the metric is as follows:

                   1.4 The total area of the university (square meter)

                   1.14 University budget concerning sustainability (environment and energy)

                   2. Energy and Climate Change (EC) (21%)

                       This metric emphasizes on the university’s attention concerning energy consumption and climate change. This matric is the most important matric in ranking the University of University of Indonesia Kampus Baru (UI) of which the scores count 21% of the total scores. The matric includes consuming energy effectively, renewable energy policy, energy conservation projects, green building, and reducing the greenhouse gas emission and climate change. The aim of this metric is to indicate an attempt of the university in using energy effectively, and to collect additional data on natural resource and sources of energy. The details of Energy and Climate change is as follows:

                   2.1 Effectiveness of electrical appliances and time to change them

                   2.2 The support on creating Smart Building of the University

                   2.3 The use of renewable energy on campus

                   2.4 The university power consumption (KW per hour)

                   2.5 Ratio of renewable energy usage and the total power consumption per year

                   2.6 Composition of green building reflects the policy on construction and maintenance

                   2.7 Reduction of the greenhouse gas emission

                   2.8 Stating the total carbon footprints of the university (the CO2 emission in the last 12 months in cubic meter)

                   3. Waste (WS) (18%) It is an information concerning treatment and recycling waste on campus. This is a vital factor in creating sustainable environment because the activities of personnel and students in the university cause a lot of waste. As a result, the university has to pay attention in some projects or activities such as Recycle Project, Recycling Toxic Waste, treatment of organic and non-organic waste, wastewater treatment as well as the university reducing paper and plastic usage on campus. The details of this matric concerning the treatment and recycling waste is as follows:

                  3.1 the Reduction of paper and plastic usage on campus project

                 4. Water (WR) 10% The water consumption on campus is one of the important indicators of UI Green metric. Its purpose is to encourage the university to reduce the water consumption under a saving water and reducing the underground water consumption. The usage of piped water is an indicator. The details of the indicators concerning water usage is as follows:

                 5. Transportation (TR) (18%)

                Transportation system on the university campus plays a very important part concerning the CO2 emission and other air pollution. The university has launched its transportation policy that lessens that number of vehicles on campus. For example, the public buses and the motorcycles of the personnel staff and the students on campus. This will enhance the better environment and health. Also the university’s policy on footpath will encourage its staff members and students to walk around the campus and reduce the use of personal vehicles. In addition, the eco-friendly university’s public transport will decrease the CO2 emission on campus. The details of the indicators concerning transportation is as follows:

                 5.1 the university’s own vehicles

                 5.4 the number of the university’s public buses

                 5.5 the average number of passengers on public buses

                 6. Education (Ed) (18%)

                 Regarding Education, since 2012, the University of Indonesia Kampus Buru (UI) has already adjusted the scoring by counting it 18% of the total scores. The purpose of this criteria includes duty of the university in raising awareness and participation of the personnel staff and students on campus on sustainability. The details of this metric is as follows.

Relatedly, the University of Phayao has policies and directions in managing the university (2018- 2022) whose managerial target number 12 is a university whose action plan stated that the location of the university should be that of the Botanical University, develop, conserve, rehabilitate natural resource and environment that encourages the health promotion atmosphere and living among well-reserved nature and environment boundlessly. Also the university regulated strategies and procedures in management altogether 7 aspects. Especially, the 6th aspect concerning energy and environment, of which the university put emphasis on nature and environment conservation and lead to energy conservation later on.

Upon the rationales of the policies and directions in managing the university relating the developing, conserving, rehabilitating nature and environment as well as the Green University ranking as such, the environment unit, Buildings and Grounds Division believes that the university will gain a number of benefits in the ranking, therefore, the UP Green project was initiated. The purposes of establishing the project dealing with analyzing the data on the area of development, environmental conservation, and energy saving in the year 2013 as primary data and try to find the directions in developing environment and energy saving on campus sustainably in the future.

3. SWOT Analysis Environment Unit, Grounds and building division has analyzed UP Green Project of the University of Phayao by indicating both internal and external factors of the university. The data was drawn from empirical evidence and authentic situation and analyzed in order to find strength, weakness, opportunities and threats. The information is displayed in the following table.


                    5. Performance of the Green University Project and University Ready for Developing environment and energy

                   5.1 Personnel Staff Buildings and Grounds Division by the Environment Unit has operated the Green University under UP Green for some times. The related data has been collected; and the activities related to energy saving and environmental conservation have been carried out. The board of committee and the working team are listed as follows.

                   1) The Board of Committee on Operating Green University (University order no. 3006/2013 dated 12 December 2557 B.E.)

                   2) The Board of Committee on Green University personnel network (University order no. 2041/2014 dated 26 August 2014 B.E.)

                   3) The working team on developing Green University Website (University order no. 2798/2014 dated 2 November 2014 B.E.)

5.2 Information management

                   Buildings and Grounds Division by the Environment Unit is a section that is in charge of collecting all information and operating the Green University Project, The UP Green Project. The operation is carried out under the participation in taking care of the environment and energy saving, effectively use the resources, promoting the usage of renewable energy, and following the 6 UI Green Metric. The details are as follows:

                   1) Setting and Infrastructures (SI) According to the Setting and Infrastructures of the University of Phayao, the environment unit, Buildings and Grounds Division division has surveyed the background information of the university such as information of the area of buildings, the area of gardens as well as the information concerning the personnel and students on campus. The details are as follows:

                   1.1) Information concerning the establishment of the University University of Phayao is situated at no. 19 Moo 2 Tambon Maeka Amphur Muang Phayao, Phayao Province.                    Altogether 3 plots covers the area, in total, 5,158 Rais, 3 Ngan, and 6 Square Wa as shown in table 5.1

                   1.2) Type of Higher Education Institute The University of Phayao is a comprehensive university that offers courses cover all area of disciplines such as Health Science, Science and Technology and Social Sciences and Humanities in order to meet the demand of the future labor market

                   1.3) The number of campus There is only one campus which is the Chiang Rai campus. It is situated at 333 Moo 4 Tambon Rimkok, Amphur Mueang Chiang Rai, Chiang Rai province 57100

                   1.4) The University Area The ratio of the land’s utilization to the whole area can be described by the utilization of the university’s land as follows.

                    In 2014 (B.E.), the University had requested for a permission for the Royal Forest Department to utilize the area of 568 rais and 1 ngan at Mae Tum Reservoir in order to build Research and Agricultural Technology transfer Institute under the Royal Initiative to celebrate the Auspicious Occasion.

                    1.5) The area of the ground floor of the university building (sq.m)

Under the aspect of the area of the ground floor of the university’s buildings (sq.m), it aims to show the area of the buildings in the university especially on the ground floor. The buildings on campus can be categorized into 8 main groups as shown in table 5.2.


         

        1.6) The total area of the buildings on campus (sq.m.) Concerning the total area of the buildings on campus, this is to show the area of the buildings on campus as shown earlier in 1.5) The area of the ground floor of the university building (sq.m). The buildings on campus can be categorized into 8 main groups as shown in table 5.3.

                   1.7) The area of the buildings on campus which is Smart Building (sq.m)

                   Having operated the smart building project, the University of Phayao received budget allocation to building a building controlled by smart grid system. This is operated by College of Energy and Environment. The detail information was in the CUPT QA (Self-Assessment Report, SAR) of College of Energy and Environment.

                  1.8) The forest area of the university of Phayao (Percentage) The University of Phayao has utilized a lot of land on constructing buildings and infrastructures which serve the four missions of the university as well as gardening. As a result, the forest are of the University remains 50% (2,599 rais, 1 ngan, 2 sq. wa) However, the university has a forest area management policy aiming to maintain the green area, as shown in table 5.4.

                    1.10) The park area on campus (percentage)

                    Concerning the garden area, the University of Phayao grows trees and grass; and beautify the area by the Garden and Landscape Unit, Grounds and Buildings Division. Table 5.5 shows that of all the utility area of 2,560 rais 2 ngans 53 s.q. wa, the University of Phayao allocated 1,651 rais and 7 s.q. wa for gardening. This counts 64.50 percent of the utility area.
