Background
UP-CESM was established to support University of Phayao's strategic goal of becoming a world-class green university. It aims to align the university's operations with global environmental and climate change policies, positioning the university as a leader in greenhouse gas management and striving toward carbon neutrality through knowledge and innovation, in support of the university's vision: "A University Creating Wisdom for Community Innovation, Sustainable Internationalization."
On December 14, 2024, University of Phayao restructured its administrative divisions in accordance with the University Announcement on the Additional Divisions of the University of Phayao Administration, 2024, issued on December 27, 2024. This restructuring formally established UP-CESM as a division-level agency under the Office of the President, pursuant to Section 7(2) of the University of Phayao Act, 2010.
On January 20, 2025, the university further organized the internal structure of UP-CESM by dividing it into two main functional sub-units: Administrative Affairs and Sustainable Promotion and Management, as per the University Announcement on the Division of Functional Sub-Units within UP-CESM, 2025, announced on February 18, 2025. Additionally, the university approved a restructuring of the Facilities Division, dissolving the Environmental Division and transferring its responsibilities to UP-CESM.
UP-CESM is committed to supporting the development, conservation, and restoration of natural resources and the environment to achieve carbon neutrality and reduce greenhouse gas emissions in alignment with the national "Green Growth" strategy. The university encourages collaboration among staff and students to advance these sustainability goals through the use of environmentally friendly energy in buildings and transportation, efficient resource utilization, and tree planting to absorb atmospheric carbon dioxide.

Mission
UP-CESM serves as a support, promotion, and coordination unit for implementing University of Phayao's environmental policies. Its missions include:- Promoting and developing the physical and environmental aspects of University of Phayao, with the goal of ranking among the top 100 universities globally in the UI GreenMetric World University Ranking.
- Advancing University of Phayao as a Climate Action Leading Organization, in collaboration with the Institute for Sustainable Natural Resources and Environmental Development.
- Supporting and promoting University of Phayao's goal of becoming a carbon-neutral university by 2050, including generating revenue through academic services related to greenhouse gas management and carbon credit administration.
Mission of UP-CESM
Committee for Physical and Environmental Development Towards Becoming a Prototype University in Creating Sustainability
University of Phayao aims to develop the university into The Sustainable University with a clear policy to achieve sustainability that creates a balance in the dimensions of people in society, the living environment, and the prosperity of the organization, by adopting the philosophy of the Sufficiency Economy as a basis for decision-making. To ensure smooth operation, a Committee for Physical and Environmental Development Towards Becoming a Prototype University in Creating Sustainability, consisting of 10 people, has been appointed with the following duties:- To provide advice and recommendations regarding the physical and environmental development of University of Phayao to meet UI Green standards, to be a leading organization in greenhouse gas management, and to serve as a prototype university in creating sustainability.
- To formulate operational plans for the physical and environmental development of the university in accordance with UI Green criteria.
- To monitor and provide recommendations to the Environmental Section of the Buildings and Grounds Division on data analysis and reporting for the UI GreenMetric World University Rankings, based on all 6 criteria defined by the University of Indonesia.
- To manage the budget (Super KPI) regarding resource and environmental management, and to support activities, campaigns, and training sessions related to physical and environmental development.
- To perform other duties related to the physical and environmental development of the university in accordance with UI Green criteria.

UP-CESM's main activities include independent studies, publications, conferences, workshops, seminars, trainings, research collaboration, networking, and facilitation.
